We see it in her outfit, her hairstyle, 72 years old, Jeannine always takes care of her appearance. The house and the garden are like that. But since 2018 and the arrival of a new neighbor it is much more difficult.
Behind the University of Caen near Avenue de Courseulles, the tenant of this beautiful 1950s mansion spends his time washing up. bird droppings door, garden tables, slatted terrace or mosquito net on the bedroom window.
“I’m taking it all”
Behind or in front of a one-floor house, the birds don’t crowd its expansive garden too much. They prefer their neighbor’s. It’s been four years since we “started feeding them every day,” Jeannine says.

If he finds himself in the same situation as his neighbor, he does not give up and multiplies the e-mails to the different services of Caen la mer Habitat. “There’s nothing to do,” he says. According to his interlocutors in the administration, “We should not clean the feces, we should leave them as observations, we should constantly take pictures”. There, Jeannine protests:
I will not live in feces. I want to try to understand it, it should stop.
“Without direct evidence”, no recourse
Faced with this neighborhood problem, Caen la mer Habitat seems desperate. “We have indeed received requests. [la locataire] We intervened in our neighbor regarding this problem,” replies the social host. “Unfortunately, it is about the mansions and disturbances in the garden of the mansions. [Jeannine] cannot be directly attributed to its neighbour. “Why? It’s still moving forward as there is no “evidence”.

Jeannine’s neighbor ignores this. What penalties does he face? So far, not much. Caen la mer Habitat confirms this: “Without direct evidence, we have no way of prosecuting and as a lessor we cannot issue a ‘fine’. »

Meanwhile, Jeannine has to live among the filth. And the enmity of his neighbor. “He was aggressive when I told him about it, he told me I didn’t like animals,” she recalls. Before mopping:

In desperation, the former City employee, who retired in 2013, went to join the mayor of Caen, Joël Bruneau.
By mail, he confirmed to himself that, at the beginning of December, he had warned the general manager of Caen la mer Habitat, Valérie Mespoulhès, about his situation. Nothing has changed since then, Jeannine still holds the water jet.
