A strictly defined framework for reproduction and legal sale
Breeding should be the main rule in order to dominate animal welfare above all else and to ensure good traceability within the sector. Breeder status is reserved for anyone (including private individuals) who choose to sell at least one animal from the offspring of their stud females. This status imposes very specific obligations that must be used to demonstrate the knowledge and skills needed to properly raise a pet. What prohibitions for breeders?

The sale of pets is prohibited in any situation that is not specifically reserved for animals: therefore, it concerns markets, flea markets, fairs or other public fairs whatsoever. Any sale that is made illegally or as self-service and does not comply with health conditions is likened to street selling. However, legislation on pet farms takes into account the special circumstances required by the situation. Therefore, registration with the Chamber of Agriculture is not valid for people who decide to sell puppies and kittens from their home. However, the dogs in question must be considered purebred dogs with a litter number and status registered with the LOF. However, the sale of these animals should be limited to one litter per year and per tax house. The other main exception concerns animal donations, which do not impose the same restrictions as on sale. There is no need to obtain a siren number, but donations cannot be made in any way. You can donate animals only if they are over eight weeks old and can be identified in the chain of custody. The donor must clearly state in the posting that the procedure is free of charge and must undertake to provide the new owner with a complete veterinary certificate. Even in the context of donations, the donor will need to obtain a Siren number if they donate more than one rubbish per year. Meanwhile, the sales situation between the two countries of the European Union is not always harmonious: this is not the case if there is a European regulation (with the exception of the United Kingdom, Ireland and Malta) on the sale of cats, dogs and ferrets. This is always the case for other animals. Pets should be given a passport for pets issued by a veterinarian that shows they have been vaccinated against rabies, whatever. Even if tattoos made before 3-7-2011 are accepted, this passport must be accompanied by an electronic chip.
